The purpose of the application process for an Adult Residential Facility (ARF), Residential Care Facility for the Elderly (RCFE), and Small Family Home (SFH) is to ensure the licensee and the administrator knows the importance of federal and state operating criteria.
The two primary sources of authority for Community Care Licensing Division activities are the California Health and Safety Code and the California Code of Regulations, Title 22.
We are here to educate and coach clients with starting their Residential Community Care Facility. We are knowledgeable about Title 22 and Title 17 regulations and practices within California.
Title 22 is regulated by the state of California, and Title 17 governs policies for being a vendor with the Regional Center within California. Our consulting services focus on supporting the licensee (client) with direction in opening and operating a facility with applicable laws and regulations. We work directly with the licensee and administrator to maintain compliance with the governing rules for the facility, staff, and documentation.
Our consultants work with the client to develop a program that will consist of various components:
Section A and Section B of the application. In addition, you must complete three components: Component I, the CCLD orientation, now available online or in-person. Component II is a face-to-face interview at CCLD, and lastly, Component III is the inspection of the proposed facility by CCLD.
Expectations for completing the entire application process are 90 to 120 days but could be longer, depending on various circumstances and changes to the client’s program design. The Centralized Applications Bureau (CAB) was established to effectively gain consistency and standardization in the Adult and Senior Care facility applications quickly and efficiently.
